Based on economic viability evidence provided by Dixon Searle Partnership, the Spelthorne Borough Council Community Infrastructure Levy draft charging schedule has been found sound by Examiner Terence Kemmann-Lane with the recommendation that the charging schedule be approved. Mr Kemmann-Lane concluded that in setting the the CIL charging schedule the Council had regard to detailed evidence on infrastructure planning and the economic viability evidence of the development market in Spelthorne.
Spelthorne Borough Council have adopted a matrix approach to setting a CIL charge with the rate varying by scale of development based on the economic viability of sites with and without an affordable housing requirement.
