Local Plan and CIL Viability Case Study 2

We have been working with Worthing Borough Council since 2018, providing key viability evidence to review the Council’s adopted Community Infrastructure Levy (CIL) rates and, most recently, in support of the new Local Plan. We worked with the Council at every stage of each assessment from inception, stakeholder engagement and providing the complete viability assessment through to assisting and advising the Council on Regulation 18 / 19 representations and expert support at Examination for both projects in 2021 and 2022.

The Inspector for the CIL Examination concluded that “the draft Charging Schedule is supported by documentation demonstrating detailed evidence of community infrastructure needs and economic viability testing. On this basis, the evidence which has been used to inform the Charging Schedule is robust, proportionate and appropriate”. The Council went on to adopt the new CIL rates in August 2021.

The Inspector for the Local Plan Examination described our methodology as “robust and followed national guidance” and went on to conclude “I am satisfied that this is a robust assessment” with our proposed variable approach to affordable housing policy being ‘justified’. The Council intends to formally adopt the Plan (including modifications) in early Spring 2023.
